This Shahid Madho Singh Haath Kharcha Yojna scheme is an initiative of the Government of Odisha to provide financial assistance for Scheduled tribe (ST) Students of class IX & XI in Govt and Govt. aided schools. The scheme is named as the “Shahid Madho Singh Haath Kharcha” Yojana in the name of Brave warrior Sahid Madho Singh.

For the overall development of any community, Education is a major unavoidable requirement. Over some decades, it has been observed that despite creating sufficient infrastructure, appreciable improvements have not been seen in education among the tribal communities in Odisha state. At the elementary level, the enrolment among tribal children seems to be satisfactory.

However, the same amount of students are not continuing to class VIII and class X, and a high dropout is observed among tribal students. This smaller amount of enrollment in Secondary Class VIII to Class X and Higher Secondary levels hampers the development of Tribal Communities.

Government of Odisha has launched a scholarship program called “Shahid Madho Singh Haath Kharcha Yojna” to reduce the dropout rate after class VIII and class X. This grant will encourage Scheduled Tribe (ST) students for pursue higher education without any financial constraint. Under this scheme, ST students passing out from class VIII and joining class IX and similarly from class X to class XI will receive a one-time scholarship amount of Rs. 5000/-(Five thousand only).

This incentive amount will be provided compulsorily even if any other scholarship is available to the ST students pursuing studies in different classes. This amount will help the students of the tribal community to meet their other incidental education requirements and help them pursue higher study. Therefore, the new scheme will help in increasing the more admissions in class IX and class XI in different Government and Government-aided institutions.

Shahid Madho Singh Haath Kharcha Yojna Details:

Under the scheme eligible ST students after completing their class VIII and class- X and soon after taking admission to class IX and class- XII respectively, will be provided with Rs.5000 as a one-time incentive amount as Haath Kharcha (Pocket Money). The incentive amount will be provided after enrolment in the respective classes ensuring that the student is attending classes regularly after the enrolment.

Eligibility criteria for Shahid Madho Singh Haath Kharcha Yojna

▪ The category of students should belong to the Scheduled Tribe and shall be permanent resident of Odisha.
▪ The Family’s annual income including all sources of the students from should not exceed Rs.2,50,000/- (Two lakh Fifty Thousand only).
▪ The student must be studying in any Govt. or Govt. Aided High School and Higher Secondary Schools within the state.

How to apply for Shahid Madho Singh Haath Kharcha Yojna by Head masters/ Application Process flow:

• Class IX:
• Shahid Madho Singh Haath Kharcha Yojna TAB shall be provided in the Head Master/Mistress’s login of Govt. and Govt. Aided High Schools registered under OSSP.
• After login within the scheme TAB, an entry screen will be appeared for Head Master/ Mistress of the concerned High School. Then enter the required details of eligible ST students. (Scroll down to know the documents required to apply)
• Then, options will be appeared to upload copies of the caste certificate, income certificate, and valid bank account passbook of the student concerned.
• Once the Head Master/ Mistress of the school verifies and sanctions the application, then the form will be directed to the Department login for release of payment.

• Class XI:
• Shahid Madho Singh Haath Kharcha Yojana TAB shall be provided in the Principal login of Govt. and Govt. Aided Higher Secondary Schools registered under OSSP.
• After login within the scheme TAB, ST students admission data to be fetched from SAMS database and auto-populated.
• The eligible ST students will be chosen by the respective Principals of the Higher Secondary Schools from the admission list. Then to validate the process and proceed Principal will upload the copies of caste certificate, income certificate, and valid bank account passbook of the student concerned.
• Once the verification and sanction of the application process is completed by the Principals, application will be directed to Department login for payment.
• Finally, the department will release the incentive amount disbursed directly to the student’s bank-account in DBT Mode through IFMS platform.

How to Apply for Shahid Madho Singh Haath Karcha Scheme:

• Application for Shahid Madho Singh Haath Karcha is invited online in the Odisha State Scholarship Portal (OSSP)
• Register first in the official webisite given here then add the require data online in Odisha scholarship portal .
• Then print the copies or take a photo hard copy submit to the Head of your school.

Any eligible ST student of class IX and Class XI, those are studying in any Government or Government Aided High Schools or Higher Secondary Schools within the state shall be eligible for receiving financial grants under the scheme.

• The Head Master/ Mistress/ Principal of High School or Higher Secondary School concerned will forward the application of eligible ST students, online in the Odisha State Scholarship Portal (OSSP).
• In the OSSP portal, an starting screen will be provided in Head Master’s / Principal login under the Shahid Madho Singh Haath Kharcha scheme.
• Then the concerned High School and Higher Secondary School’s Head Master/ Headmistress / Principal will enter the required details of the eligible ST candidate.
• He will also include the Aadhaar number of the student and will upload the copies of caste certificate, income certificate and bank account passbook details of the student concerned in the OSSP.
• The Head Master/ Mistress / Principal shall properly and diligently verify the required documents of the applicant and shall send the only eligible applications online in OSSP to the department.

Important points to Know

• The scholarship amount will be disbursed directly by the department in student’s bank- account in DBT Mode.
• De-duplication of students will be made in OSSP based on Aadhaar. If more than one student applying on same Aadhaar number , then it will not be accepted under the scheme.
• Students pursuing study in the Private high School or Private Unaided High School, Higher Secondary School will not be covered under the scheme.
• This scheme shall be treated as a rider scheme, means, if any student is getting any scholarship funding from any scheme, then also this scheme will be awarded with Financial incentives and no one will be cancelled.
• Students from Private Unaided High School or Private Higher Secondary School will not be eligible for this scholarship.

Funding for Shahid Madho Singh Haath Kharcha Yojna:

Total expenses under the scheme will be provided from the state budget. Govt. is giving efforts for increasing expansion & popularization of the scheme:

The scheme details shall be intimated to all High Schools and Higher Secondary Schools under the jurisdiction for information of tribal students and parents regarding incentives for continuing their education to Secondary and Senior Secondary Levels.

District Education Officers (DEO) & District Welfare Officers (DWO) shall take required steps to ensure maximum enrolment of tribal students in class IX after they pass out from class VIII and like wise in case of class XI after passing class X.

Accordingly, from April of the academic year, class VIII and X graduates shall be tracked on a regular basis to ensure their admission to the next higher class. An orientation and counseling session will be held in classes VIII and X, during which students will be made aware of the nearby institutions where they can take admissions for higher classes.

District administration shall organize school-level camps to facilitate Aadhaar enrolment/ updation and student bank account opening and ensure easy application under the scheme.

This scheme will come into effect from the issue of the Resolution from Academic Year 2024-25.
